Pennsylvania DOT Flagger Training Specifications

From Pennsylvania Department of Transportation Construction Specifications:
“Flagger Training. Provide flaggers that successfully completed a flagger-training course within the last 3 years that complies with the Department’s minimum flagger training guidelines described below. Assure that flaggers carry a valid wallet-sized training card containing the name of the flagger, training source, date of successful completion of training, and signature; or provide a roster of trained flaggers to the Representative before the start of flagging operations that contains the names of flaggers, training source, and date of successful completion of training. Minimum flagger training guidelines include the following:
1. Minimum Course Contents.
• Why flagging is important
• Fundamental principles of work zone traffic control
– Component parts of the work zone
– Channelization devices, spacing
– Tapers
– Buffer Space
– Visibility to approaching drivers
• Human factors – driver attitude, expectation, reaction
• Qualifications of a flagger
• Clothing
• Flagger Operations
– Setting up the flagger station
– Signaling devices and when used
– Hand signaling procedure
– Communications
– Two-flagger operations
– Single flagger operations
– Flagging in intersections
– Nighttime flagging
– Emergency situations
• Flagging in adverse weather conditions
• Sign requirements
• Practical exercise

2. Objectives. At the end of the course the student should be able to:
• Describe why flagging is important
• Describe flagger qualifications
• Ensure the flagger station complies with Publication 212, Publication 213, and the MUTCD
• Gather all necessary equipment
• Select the proper flagging station/position/location
• Control traffic using the stop/slow paddle
• Control traffic using the red flag
• Control two-way traffic in one lane of a highway
• Control traffic at an intersection
• Recognize and be able to control traffic in unique or special flagging situations
• Control traffic at night and recognize a safe nighttime flagging operation
• Communicate with co-workers and the public

3. Test. All students must take and pass a written, closed book, knowledge test consisting of a minimum of 20 questions. Passing is 70%.

4. Re-training. Re-training is required every 3 years.”

Pennsylvania Online Flagger Course

This is the Pennsylvania Online Flagger Course that is also accepted in many other states.

Course goals are to give the student the knowledge to:

State why proper flagging is important, and list the qualities of a good flagger.
Use the MUTCD and other books such as state DOT plans and other guides as they relate to flagging traffic.
Make sure temporary traffic control zones follow the basic plans as shown in the MUTCD.
Point out the temporary traffic control areas and know why each is important to safely control traffic.
Decide if signs and devices on a project meet the standards of the MUTCD.
List all necessary and proper flagging equipment.
Choose a proper place to stand so that you are in a safe place for flagging.

Teach the student to use tools of the trade:

Stop, slow, and release traffic using a stop paddle or how to control traffic using a flag if needed.
Spot different types of drivers and know how to deal with them.
Control traffic on a two-way road and how to use different methods to talk with other flaggers.
Setup and control traffic on haul roads or in other special flagging situations.
Know what to do when you have to setup and handle night flagging.
Talk with the public, supervisor, and co-workers.
In the end you will know enough to pass a two-part exam.

How do I get started?

Are there any trick questions?

No and the test is open book BUT you may want to practice the demonstration portion of the exam. At the end of the class you must demonstrate how to Stop, Slow, and Release traffic, this is 50% of your grade, if you fail this, you fail the class. It is not necessary to know the answers in the practice session before the class, the answers will be provided during the class.

You will have an opportunity to practice positioning the flagger again, after the course and right before the exam. You should focus on answering these correctly.

Make sure you have about 4-hours to complete the course and exam.

How long does it take to get my card?

You will be provided a temporary certification good for 30 days that can be printed or saved by you and your supervisor. We will print and mail your official wallet card within a few days. Now as for the USPS please allow up to 2 weeks for mail delivery.

How long does testing take?

Testing times can vary based on the individual’s familiarity with computers. For most students it will take between 3.5-4 hours.

What happens if I fail the class?

If the student fails the WRITTEN part of the test, there are no retakes. They will need to take the WHOLE COURSE again which includes buying another course.

If you fail the DEMONSTRATION part of the test, you should review and practice the demonstration and then select the Retake Demonstration button. Please slow down, be more careful, honestly it is not a trick question.

Important: During the DEMONSTRATION SECTION you can only make two mistakes and still pass. If you make a third mistake you fail and you will have to retake the DEMONSTRATION (not course) again. This section is graded like strikes in baseball, third strike you are out.
